The described is a methodology of pre-identification and selection of projects that uses a systems analysis approach. The target of the methodology is identification of "project situations", that is sets of such problems that can be solved within a single project and whose solution contributes into softening many other problems of higher importance. Ranking project consistency and eduction of the opportunities to improve the project is performed by means of objective, alternatives and concern analysis.

Using two dairy corporate farms located in the Vyazma rayon of the Smolensk oblast, we evaluate the outcome of operations research methodology applied to co-ordination of investment plan of a farm with the agricutlutal anti-crisis program adopted by the oblast authorities. It is shown that the applied methodology avoids losses that are almost as large as the total amount of state budget inflows into the farm in the framework of the anti-crisis program.

The paper suggests a simple formalism to be used for optimal identification of a "project situation" at the stage of project pre-identification, for optimisation of project goals set at the stage of project identification and for optimal resource sharing at the stage of technical preparation. A poster based on this paper was presented at the IAAE conference (Berlin, 2000).
