The methodology is described that is aimed at the analysis of an enterprise's losses due to money devaluation caused by inflation. It considers direct devaluation of cash assets, the earnings due to current duties and debts devaluation and the subsequent service of an additional debt compensating the losses.

It is shown that the firm farms restructuring programme known as VIAPI approach or Nizhny Novgorod approach does not cause significant changes in agricultural production. In many cases some decrement of losses experienced by farms involved in the programme is observed compared to the losses of other farms in the same regions. From another hand, the production in the former farms is decreasing compared to the latter. However, no one of these effects has a considerable amount. The paper has been made obsolete by (52).

The losses caused by inflation are measured for the case of ZAO "Chapaevets", a firm farm located in the Moscow Region. The applied methodology is described in (38). The farm's experience demonstrates that the inflation contributes to increasing dependency of the farm on its creditors.

Compared to (52), this book uses an improved methodology of economic analysis and the data of one more year.

The paper analyses the outcome of the model described in (144). It is shown that the state policy that stimulates accumulation of turnover capital can raise technical efficiency (TE) of the studied plants. Concentration of production in meat-processing industry contributes to TE growth, although the largest plants demonstrate negative return to scale. Unstable market conjuncture of the transitional economy impedes better use of existing resources for TE growth.

Factors of differences in investment behaviour of agricultural enterprises that operate in comparable conditions are identified using the data from the survey conducted in Oryol, Samara oblasts and Stavropol kray (90 enterprises in total varying from family farms to members of agroholdings). The main factors are the accumulated knowledge and the available sources of investment financing. The data and estimations support the farm growth theory by E.Penrose.
My participation in this study is limited to interpretation of factor analysis results and editing the manuscript to make it accessible by Russian reader.
The paper was shortened by the editorial board. On this reason, the references to the journal may not be accurate if you could access only this manuscript which is more than twice as large as the published version.

The results of (107) are expanded with a more detailed presentation of estimation procedures that can be applied to measure the relevance of a document to the given set of categories.
This article is published despite having got a negative reviewer's comment on the following reasons: the reviewer has reasons to untrust any approaches to test categorising and search that are based on some statistics of the whole text; no experimental evidence is presented in this article. My explanation for the latter is limited and non-representative (although positive) experimental results obtained so far.

The paper addresses capability of Moscow oblast dairy corporate farms to attract long-term loans under the terms of Basel II agreement. The farms are grouped on capital intensity to assess differences in level of financial risk and in threshold amount of long-term loans. It is shown that high credit risks arise in case of financing dairy farms that have median capital intensity. However, only low capital intensive farms are able to attract new loans for investment purposes.

In order to improve the interaction of taxation and subsidization of agriculture in Belarus a mathematical model is developed that combines operations research procedures with the econometric modeling of production frontier. The model demonstrates that the corporate farms in Belarus cannot be regarded as a neoclassical firm as taxation significantly affects their motivation. It is found that the state support of agriculture in the amount of 1,498 billion Belarus rubles is able to provide cost-effective functioning of the sector with an expected profit of 1.9 trillion Belarus rubles.

An assessment is made of the empirical base, which has been composed during pilot surveys, for the purposes of revelation of specific elements of the studied idle capacity and composing a target group of firms experiencing importance of the lack of the capital of linguistic competence. The suggestions are worked out regarding to upgrade of the survey program.

The relations that condition system dynamics of credit issue are identified that are sufficient for the analytic derivation of the stationarity conditions of the monetary system. In absence of inflation the stationary interest rate is lower than the rate of economic growth. Hence, it does not truly indicate the opportunity cost of capital. Withdrawal of loans softens the stationarity conditions. The controlled modes are found that provide given growth rates for both money aggregate and gross banks' capital in absence of loan withdrawals.

The concept of interaction of the background forces that initiate Kondratiev waves in the grain production is enriched in a way that the conjuncture factor, which is associated with the investment lag of infrastructure projects, affects gross production, while the factor of innovations affects the resource usage efficiency. The corresponding theoretical model of the long-term grain production dynamics is elaborated. The suggestions are justified on ranking the targets of the state support of grain production, which imply the top priority of improving efficiency and decreasing risks of investment projects, the medium priority of the resource usage efficiency, while the gross grain production should be taken into consideration only conditionally.

Long-term time series of grain production over the territory of the former USSR are apparently independent on alternations of agricultural policy. This phenomenon argues the scientific contribution of this paper: (i) a new concept of interaction between the moving causes of the Kondratiev waves, which presumes an effect of the market conjuncture on gross production, meanwhile innovations, via the technical efficiency, determine the resource consumption; (ii) a theoretical model of the long-term dynamics of grain production, which elaborates the mentioned concept; (iii) suggestions on improving governmental agricultural policy based on the idea of its re-orientation from targeting the gross production to targeting the resource efficiency at the level that secures competitiveness while preventing the social tension.

Based on the experience of EU, the ways of integration are proposed aimed at controlling this risk.

The paper develops policy analysis methodologies aimed at assessing land use policies: namely, rating of land redistribution policies; factor analysis applied to comparing these policies; modified Kobb-Douglas production function that allows land distribution as a GNP generating factor. This evaluation toolset is useful for the purpose of improving legislation that regulates distribution of land between agricultural use and developing. The methodologies are illustrated with examples of their use based on a limited data base.
Substantial part of this study is performed by D. Loginova under the supervisorship of N. Shagaida. My contribution is several sentences of the text, the idea about evaluation of land policy institutions based on the effect of land use structure on GNP (if this effect is large then the market lacks efficiency, signalling institutional failures) and some corrections regarding to the interpretation of model outcome.

The problems arising due to the possibility of alternative equilibriums in agricultural and food markets is addressed. Economic threats induced by the phenomenon of alternative equilibriums are quantified, using food markets in Belarus, Kazakhstan and Russian Federation as an example. Counter-arguments are formulated regarding to the position of J. Schumpeter with respect to the question about methodological meaning of uniqueness of competitive equilibrium. An alternative position is justified suggesting that uniqueness of competitive equilibrium cannot be thought about as either required or desirable outcome of a theoretical analysis aimed at an adequate description of the economic reality. Addressing a practical problem of agricultural and food policy analysis by means of a computable partial equilibrium model, the existence of alternative equilibriums in the food markets of the three countries-founders of Eurasian Economic Union is demonstrated. The outcome of the model enlightens important differences between alternative equilibrium states with respect to prices, amounts of production and consumption. The characteristics of some equilibriums are such that they are not acceptable from the point of view of practical economic policy. It is shown that elimination of trade barriers between the three countries shrinks the set of achievable equilibriums, insofar reducing the uncertainty of consequences of the tested agricultural and food policy. However, lower uncertainty is achieved at the cost of sorting out relatively preferable equilibriums. It is recommended to co-ordinate in time the activities aimed at eliminating trade barriers with those aimed at improving competitiveness of the sectors under the risk of recession in the case of unfavourable equilibrium. The research tasks are identified (at a first approximation) aimed at outlining an administrative ruleset that preserves free pricing within a certain framework that censores out the price systems associated with unfavourable equilibriums.

In the framework of state research assignment for RANEPA in 2016 «Mechanisms of state regulation of the grain market in Russia» the effectiveness of grain policy is studied. The policy instruments under consideration are purchase interventions and commodity interventions. Actual dynamics of Russian wheat market in 2007-2012 is compared to simulations that assume different intervention rules. The data presented in the paper imply that a fixed rule of setting the price corridor and obligatory intervention activities the price violates the corridor result in higher effectiveness in comparison to the actual practice. Moreover, the recommended rules secure transparency of the intervention policy that improves the investment attractiveness of the national grain production. Depending on the available intervention fund, the rules of setting the price corridor can be adjusted in order to secure its target amount, providing that the business is informed timely.

A disequilibrium reproduction-oriented theoretical model of infratrajectories allowing for technological paradigm shifts and investment lag is supported by the data on land transportation networks in the USA (1891-2013). Econometric modelling demonstrates that the economic efficiencies of railroads and paved motor roads are very close, suggesting that the efficiency of different networks tends to mutually converge under the pressure of competition over the changes in network extension. On the base of the adopted theoretical model and publications on innovation backlog in transportation technologies probable tendencies of long-term extension of Russian transportation networks are outlined: railroad network extension will remain stable meanwhile positive qualitative changes in the network structure will take place; extension of the paved motor road network will accelerate.

Basing on the analysis of Russian and foreign practices of grain market regulation and computer experiments on the imitation model of the Russian wheat market, the paper proposes the reasons why the measures to regulate the Russian grain market did not reach, as a rule, the goals set forth in the Law on Agricultural Development adopted in 2006. Proposals for improving regulatory mechanisms are justified. The most important of them: commodity and procurement interventions should be carried out according to the rules established by law and according to pre-approved, and not at current exchange prices; It is advisable to regulate commodity and procurement interventions in the grain market using rules that are transparent to the market and allow independent monitoring of their implementation; The formula for annual specification of borders of a price corridor is offered. In the process of improving the system of regulation of the national grain market, it is suggested to follow a strategy aimed at moving in the long term from the system of commodity and purchasing interventions to the system of compensation for price losses similar to that introduced in the United States in 2014.

The paper argues a disequilibrium theoretical model of expansion of transportation infrastructure, which is concordant with J. Schumpeter's theory of economic development and M. Hirooka's application of this theory. The model describes long-term growth of transport networks as dependent on the lagged rates of utilization of an aggregated resource by the transport infrastructure and satisfying the transportation demand. The arguments in favor of this model, which are available in the earlier literature, are strengthened with testing three new empirical specifications using years 1871-2013 data about surface transport networks in the USA. These specifications address the hypotheses about adequacy of the chosen proxies of the exogenous factors, influence of intensive factors of network expansion, influence of other transport networks on the surface transport networks, influence of varying structure of the aggregated resource. The data support the proposed model. The key theoretical contribution of this study is the revealed regularities in the expansion of transport infrastructure, which are stable during the periods as long as a century; rejection of influence on this expansion of long-term investment lag and support for Hirooka's concept of primacy of infrastructure expansion in relation to Kondratiev-like waves. The methodological contribution is developing and approval of workarounds for obstacles to testing the proposed model. The ability to use the parameter of resource to service conversion, which is proved stable during long periods, for the purpose of assessing the outlook of emerging new and ousting existing transport networks is of practical relevance.

In order to regulate Russian grain market, the Ministry of Agriculture sets price margins beyond which interventions in the market are permitted, and entrusts an agent (currently United Grain Company) to perform either commodity or purchasing interventions when the market price is above (below) the corresponding margin. Analysis of the state regulation of the grain market for the period 2007-2015 suggests that the basic principle of the regulation has not been implemented. To assess the effect of government intervention, a simulation model of the grain market of Russia is developed. In the course of its elaboration a regression analysis has shown that the situation in the world grain market scarcely affects Russian exports of wheat.

A comparative study of two non-parametric tests of the equality of continuous, one-dimensional probability distributions is presented: the areas test introduced by the author and Kolmogorov-Smirnov two-sample test. It is found that the former test has a greater statistical power. This advantage increases in cases of small samples, multimodal populations and normally distributed populations that differ in variance only. Its disadvantage is that the critical value must be obtained from bootstrapping for each empirical distribution individually.
